Subject to § 13-4-7-13(H) herein, the company shall not be required to attach its facilities to the facilities of any other person or entity or to permit the facilities of any other person or entity to be attached to the company's facilities if it can be shown satisfactorily to the city that the company will be subjected to increased risks of interruption of service or to increased liability for accidents, or if the facilities of such other person or entity are not of the character, design, and construction required by, or are not being maintained in accordance with industry standards of practice.
