This franchise shall take effect and be in force from and after 30 days from the date of its passage [i.e., January 29, 1973], during which 30-day period this ordinance [upon which §§ 13-4-1-1 et seq. are based] shall be published in a manner provided by law, and shall continue in full force and effect for a period of 25 years from the date of its passage.
