The City Council makes the following findings:
(A) City residents find problems associated with youth gatherings at premises where the use of illegal drugs and/or consumption of intoxicating liquors is taking place are a major problem facing the city; and
(B) The city is confronted by rising juvenile violence in connection with the premises where such activities are permitted; and
(C) The crimes being committed by juveniles at these premises include serious offenses such as murders, drive by shootings and drug-related activities; and
(D) Juveniles are particularly susceptible by their lack of maturity and experience to participate in unlawful activities and to be victims of crime at premises where unlawful activities are permitted.
