§ 10-10-4 COMPOSITION OF THE COMMISSION.
   The Commission consists of 11 voting members and three nonvoting, ex-officio members. The Commission shall not include any elected city officials. Voting members may serve up to three consecutive, three-year terms subject to reappointment as provided through the process for appointment described in divisions (A) and (B) below. However, the Pueblo of Sandia member created by division (A)(5) is not subject to any term limits. Terms of voting members are staggered as to the year of completion. Members are not required to be residents of the City of Albuquerque.
   (A)   The following are voting members subject to appointment by the City Council upon recommendation of the respective entity that the member is representing:
      (1)   Two representatives from the Board of Directors of the Albuquerque International Balloon Fiesta;
      (2)   One representative from the Wildflower Neighborhood Association;
      (3)   One representative from the Alameda North Valley Association;
      (4)   One person representing the broader recreation interests of the community and the Metropolitan Parks and Recreation Advisory Board;
      (5)   One person representing the Pueblo of Sandia;
      (6)   Two at-large positions to be filled by persons residing in other areas of the city, in particular, one person from the west side of the city and the other person from the east side of the city. Notwithstanding the language of division (A) above, these at- large positions do not require a recommendation by any particular entity prior to being filled by the Council; and
      (7)   One representative recommended by the Albuquerque AMA Club Chapter.
   (B)   The following are voting members appointed by the Mayor with the advice and consent of the City Council:
      (1)   One person representing local businesses located near the park;
      (2)   One person representing the Albuquerque Convention and Visitors Bureau.
   (C)   The following are non-voting, ex-officio members:
      (1)   The Director of the Parks and Recreation Department, or designee; and
      (2)   A city employee designated by the Mayor to represent public safety issues;
      (3)   A city employee designated by the Mayor to represent the Anderson-Abruzzo Albuquerque International Balloon Museum.
