(A) It is the policy of this article that the holding of public dances in this city shall be permitted, regulated and controlled so as to protect the public health, safety and morals of every citizen and it is the responsibility of the Mayor to investigate the qualifications of all applicants for permits [issued] under this article, to investigate the conditions existing in the community in which the premises for which any permit is sought are located before the permit is issued, to the end that permits shall not be issued to persons or for locations when the issuance is prohibited by law or contrary to the public health, safety, or morals.
(B) It is the intent of this article that each person to whom a permit is issued shall be fully liable and accountable for the use of the permit including but not limited to liability for all violations of this article or conditions of the permit.
