§ 9-22-2 GRANTS FOR DESIGNATED PUBLIC SAFETY DISTRICTS.
   Subject to appropriation and the availability of funds, upon designation or re-designation as a SAF District, the area is eligible for matching grants from the city to assist in the implementation of the security plan described in subparagraph (C)(3) above. City grants will be subject to the following conditions:
   (A)   Grants for any designated SAF District may not exceed $100,000 in any fiscal year;
   (B)   Grants will require a 1:1 cash match from the merchants and/or property owners in the area. In other words, every dollar of city grant must be matched by a dollar from the merchants or property owners in the area;
   (C)   Grants may be used to pay for components described in the security plan for the area including, but not limited to, private security, surveillance cameras, street and pedestrian lighting, alarm systems, signage related to public safety, barriers, fencing, gates and chief’s overtime;
   (D)   The applicant must provide a board to administer the grant. The board may be either a local business association, a local mainstreet program, or a non-profit entity;
   (E)   At the end of each fiscal year, the grantee, as designated by resolution, shall provide the city with a report consisting of a complete accounting of all expenditures relating to the security plan for the area, and data describing progress, if any, towards reducing the specific public safety issues that led to the designation of the area as a SAF District.
