The Council finds that though the sharing of syringes by intravenous drug users should be prevented and certain syringe exchange programs may be effective in reducing the spread of acquired immune deficiency syndrome or human immunodeficiency virus, syringe exchange programs should be appropriately located in the community and be responsive to neighborhood concerns.
