(A) Within 120 days of registration under Section 5 of this Ordinance, all Operators may be invited to attend a voluntary training program approved by the Mayor.
(B) All new Operators of an Overnight Lodging Establishment may within ninety days from the date of hire or contract attend a voluntary training program approved by the Mayor. Training is not limited to but will include crime prevention, safety, health, and human rights topics.
(C) Overnight Lodging Establishments with in-house training programs may submit those programs to the City for approval by the Mayor, which approval shall not be unreasonably withheld.
(D) At completion of training undertaken or approved pursuant to this section, and upon completion of the program for certification by the Crime Prevention Division of the Albuquerque Police Department, the trainee shall receive a certificate issued by the Mayor which shall be valid for three years from the date of issue.
(E) A facility shall be deemed certified as long as one or more of its staff has received certification. Such certification shall be attached to the trainee and be valid at whichever Overnight Lodging Establishment the certified trainee works. To maintain such certification, the trainee may need to be retrained in the program every three years. The Mayor may revoke the certification of the trainee and require mandatory training of the Operator for three or more intentional violations of Sections 4, 5, 7 and 11 of this Ordinance within a two calendar year period.
(F) An operator of an Overnight Lodging Establishment with more than 10% of its units rented for an extended stay shall complete the Crime Free Rental Housing Training described in § 13-1-8(B).
(G) An operator of an Overnight Lodging Establishment who participates in the motel voucher and lease program shall complete the Crime Free Rental Housing Training described in § 13-1-8(B).
