§ 9-14-3 DEFINITIONS.
   For the purposes of this Ordinance, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ALBUQUERQUE CODE ENFORCEMENT. Housing Inspectors or any position charged with the responsibility of making inspections to enforce the provisions of the Housing Code.
   CITY. The City of Albuquerque and all of its agents and employees.
   EXTENDED STAY. A period of at least 30 consecutive days.
   GUEST. Any person patronizing or otherwise doing business with an Overnight Lodging Establishment for the purpose of securing lodging.
   HAZARDOUS. Any perilous or risky condition which could expose any guest or other person to danger. A hazardous condition includes, but is not limited to, the presence of any illegal controlled substances or illegal drug paraphernalia.
   HISTORIC. A building designated as a Historic Property and listed on the City and/or State, and/or National Registry of Historic Properties or designated by the City as a Landmark structure or is a "contributing" building to a designated City, State and/or National Historic District.
   HOUSE RULES. Rules promulgated by the Operator pertaining to the guests and their safety.
   HOUSEKEEPING CHECK. An inspection of each and every part of a guest's premises concerning the safety and condition of the facility and the safety of the operator, guests and personnel of the Overnight Lodging Establishment.
   MAYOR.  The Office of the Mayor of Albuquerque or the Mayor's designee.
   MOTEL VOUCHER AND LEASE PROGRAM. A City program designed to provide motel vouchers to an individual or family to rent a room in a specific motel for a specified number of nights or to make available a specific number of rooms.
   OPERATOR. Any person who or entity which owns, leases, controls, or manages an Overnight Lodging Establishment.
   OVERNIGHT LODGING ESTABLISHMENT.  An Overnight Lodging Establishment is any building containing three or more guest rooms intended or designed to be, or which are used, rented or hired out to be occupied, or which are occupied, by guests, including, but not limited to, hotels, motels, rooming houses, rooming units, hostels, bed and breakfasts, inns, country inns, residence inns, motor courts or motor lodges.
   OWNER. Any person who or entity which has any property interest in the real property used as an Overnight Lodging Establishment.
