(A) The Council finds it necessary to enact this Ordinance to protect the health and safety of occupants of Overnight Lodging Establishments in the City of Albuquerque.
(B) The Council finds that education and training of owners and operators of Overnight Lodging Establishments will better protect and serve occupants of Overnight Lodging Establishments in the City of Albuquerque.
(C) The Council finds that this Ordinance will assist in enforcement of other public safety laws and important public policies by the Albuquerque Police Department and Code Enforcement Team.
(D) The Council finds that this Ordinance will guarantee the important policy of non-discrimination in Albuquerque.
