The purpose of the Computer Recycling Ordinance is to:
(A) Address the technology explosion that created an exponential increase in computer hardware containing dangerous substances such as lead, mercury and PCB's that can pollute air and water;
(B) Recycle used and nonfunctioning computer hardware that draws down landfill space when disposed of in that manner and to prevent the release of heavy metals and PCB's that could pose environmental and health risks in landfills;
(C) Facilitate a collection effort of computer hardware in conjunction with the private sector to ship, dismantle and salvage parts at minimal cost to the city; and
(D) Access the market of providers of varying services in the computer hardware recycling industry that provide low cost or free computers to schools and charities and can be a source of job training for computer skills and computer certifications.
