(A) The Mayor is responsible for the administration of §§ 9-10-1-1 et seq.
(B) Powers delegated to the Mayor may be delegated by the Mayor to other appropriate city departments as he or she may deem necessary to carry out the requirements of §§ 9-10-1-1 et seq.
(C) Reasonable rules and regulations shall be prescribed by the Mayor in written form to carry out the intent and purpose of §§ 9-10-1-1 et seq.
(D) The Mayor shall have the authority to establish reasonable fees for services for which fees are not otherwise provided herein.
(E) The Mayor shall have the authority to delay, suspend or deny collection or disposal services for failure to comply with §§ 9-10-1-1 et seq. and the rules and regulations prescribed.
(F) It shall be unlawful for any person to threaten, intimidate, use violence or physical force to intentionally obstruct, impede or interfere with any city employee while in the performance of the employee's duties as authorized by §§ 9-10-1-1 et seq.
