(A) Effective March 1, 1990 industrial use must be accompanied by a policy and a system in force to capture CFCs in a comprehensive recycling program. This includes products sold and used in Albuquerque that use CFCs, not otherwise addressed by §§ 9-5-3-1 et seq.
