(A) Effective March 1, 1990, the city landfill will no longer accept refrigeration units.
(B) Effective no later than March 1, 1990, the city will accept without charge or arrange for some other person to so accept all refrigeration units which have been used in the city and which the owners wish to dispose of. These units will be recycled by the city or in programs approved by the city, whereby the CFCs will be recaptured and recycled.
(C) The Mayor shall develop a sound program to implement the provisions of this section, including appropriate education programs.
(D) This section shall not apply to study and/or research on the effects of the release of CFCs into the environment and/or the development of alternative technologies.
