(A) No person shall, within the city, sell CFCs which can be used as a coolant in an automotive air conditioning system to any person who does not possess and provide evidence of possession and operation of a recycling system.
(B) Auto repair shops and other persons who repair or service automotive air conditioning systems within the city shall capture any CFCs released from automotive air conditioning systems by utilizing a recycling system.
(C) Wreckers of vehicles shall capture all the CFCs in any automotive air conditioning system which they propose to dismantle within the city by utilizing a recycling system.
