(A) Each member, while serving as such, shall maintain and keep for his expedient use every item, which shall have been issued to him as a member, provided, however, that he shall not carry any firearm unless he shall have qualified for and received a gun permit signed by the Chief. Each member, at all times other than while serving as such, shall not wear, display or carry, as the case may be, any such item unless he shall have received in writing the permission of the Chief of Police.
(B) Each item which shall be issued to a member shall remain and be the property of the city.
