(A) There is hereby created a new fund: The Humane and Ethical Animal Rules and Treatment (HEART) Ordinance Fund.
(1) 100% of all net permit fees and civil fines collected under the HEART Ordinance shall be deposited into the HEART Ordinance Fund.
(2) 100% of all fees for services performed by the City’s Animal Welfare Department including but not limited to microchipping, spaying and neutering, and crematory and pet burial services, shall be deposited in the HEART Ordinance Fund.
(3) HEART Ordinance Fund monies are dedicated exclusively to the Animal Welfare Department to provide programs for free or reduced-cost spaying and neutering, microchipping, and vaccinations of Companion Animals for Low-Income Persons, moderate-income persons, seniors, and when possible, the general public. All fees listed in this article are a minimum fee amount and may be increased administratively by the Mayor’s designee.
(4) The Animal Welfare Department shall provide the City Council with a written quarterly accounting report of all activity in the HEART Ordinance Fund via Executive Communication. The quarterly accounting shall include, at a minimum, all permit fees, civil fines, and fees for services collected under the HEART Ordinance and deposited into the HEART Ordinance Fund; all fund expenditures by the Animal Welfare Department including a description of the use of the funds; and starting and ending balances for the reporting period.
(B) Permit Fees.
(1) Intact Companion Animal Permit fee is $150 per animal.
(2) Litter Permit fee is $150 per litter.
(3) Exotic or Wild Animal Collection Permit fee is $35.
(4) Multiple Companion Animal Site fee is $25 per site.
(5) Guard Dog Site fee is $150 per site.
(6) Animal Service Provider fee is $25 per year.
(7) Pet Store Permit fee is $50 per year.
(8) Animal Drawn Vehicle fee is $150 per Animal.
(9) Trolley Permit fee is $25 per Animal.
