(A) It is unlawful to operate on the streets any motor vehicle:
(1) With a wheel base, between two axles, of less than three feet, four inches; or
(2) With a motor displacement of less than 45 cubic centimeters;
(B) For the purpose of this article, wheel base shall be measured upon a straight line from center to center of the vehicle's axles.
