No person shall ride, lead, or drive before a load any horse, farm or draft animal either on any street where signs have been erected by the Mayor or his designated representative, and which prohibit the use of the road to such animal or upon the controlled access roadways, except in performance of public work or official duties, or upon paths adjacent to such controlled access roadways or streets which are provided for other uses.
