(A) On operator. No person under the age of 18 shall operate a motorcycle unless he is wearing a safety helmet securely fastened on his head in a normal manner as headgear and meeting the standards specified by the Commissioner of Motor Vehicles of the State of New Mexico.
(B) On passenger. No person shall carry any passenger under the age of 18 on any motorcycle unless the passenger is wearing a safety helmet securely fastened on his head in a normal manner as headgear and meeting the standards specified above.
(C) Rental of Cycles. No dealer or person who leases or rents motorcycles shall lease or rent a motorcycle to a person under the age of 18 unless the lessee or renter possesses or rents a safety helmet meeting the standards specified above.
(D) Sale of Helmets. No person shall sell, or offer for sale, for use by a driver of a motorcycle, or passenger thereof, any safety helmet which is not of a type approved by or meeting specifications of the Commissioner of Motor Vehicles.
