No operator of any motorcycle shall carry on his motorcycle any passenger unless the motorcycle is designed to carry such passenger, nor shall the operator of any motorcycle carry on his vehicle more than one passenger at a time, regardless of the design of the motorcycle, except for motorcycles equipped with sidecars. No operator of a motorcycle shall carry more passengers in his sidecar than it was designed for.
