No person shall operate a motorcycle upon any controlled access roadways or upon any exit or entrance ramp thereof which does not have all of the following: a wheel base between both axles of three feet, four inches; a motor displacement of 125 cubic centimeters or more; and a motor of at least five horsepower or the equivalent thereof.
