§ 8-2-4-5 CONTROLLED SPEED.
   In every event, speed shall be controlled as may be necessary to avoid colliding with any person, vehicle, or other conveyance or on entering the public way in compliance with legal requirements, and it shall be the duty of all persons to use due care and drive at a safe and appropriate speed.
