The driver of a vehicle, approaching a "YIELD" sign, shall slow to a reasonable speed for existing conditions of traffic, visibility and roadway surface condition, yielding right-of-way to all vehicles on the intersecting street which constitutes an immediate hazard. The driver of a vehicle who proceeds past any "YIELD" sign facing such vehicle and who collides with a vehicle proceeding on the intersecting street shall be deemed prima facie to have violated the provisions of this title.
