No person shall place or allow to remain any object, material, gravel, dirt, sand or other substance next to the curb, on the curb, or on the roadway for the purpose of creating a temporary driveway to allow vehicular traffic to cross the curb at that point, if such object, material, gravel, dirt, sand or other substance, alone or in conjunction with vehicles, would cause damage either to the curb or to the roadway, or would create a hazard or an obstruction to the traffic on the roadway. Such hazards shall include, but not be limited to, loose sand, gravel or dirt placed on or washed onto the roadway. Further, no such device, even though not a violation under the terms of this section, shall be used other than on a temporary basis and shall be removed promptly either by nighttime or whenever the temporary need for such device has ended, whichever is sooner.
