(A) It shall be unlawful for any person to throw or deposit upon any public way any bottles, glass, nails, tacks, wire, cans, metal, metal scrap, rocks, gravel, damaging liquids, or other substance or material, unless such is done by street or maintenance crews.
(B) It shall be unlawful for any person to remove a wrecked or damaged vehicle from a street without removing any glass debris, or other injurious substances dropped or spilled upon the street from such vehicle.
(C) It shall be unlawful for any person to drive or move any vehicle upon any public way unless such vehicle is so constructed, loaded, or in such a state of repair as to prevent its contents from dropping, sifting, leaking or otherwise escaping therefrom, provided however, that sand or other abrasives may be dropped for the purpose of securing traction; provided further that water, salt, or other substance may be sprinkled upon a roadway in course of cleaning, clearing or maintaining such roadway.
(D) It shall be unlawful for any person to drive or operate a vehicle with any load unless such load and any covering thereon is suitably fastened and secured according to the nature of the load, so as to prevent such covering or load from becoming loose, detached, or in any manner a hazard.
