Vehicles entering or leaving an alley within the Broadway/Central Business District shall so enter or leave only by making a right-hand turn into said alley or a right-hand turn from the alley to the adjoining street as the case may be. This section applies to all such alleys, except alleys entering one-way streets. In such cases, turns made upon entering or leaving such alleys shall be made to and from the lane of traffic legally available which is nearest such alley entrance or exit.
