Where double yellow lines are painted on a pavement, it shall be unlawful to drive any vehicle on or across such lines. This section does not apply when the right half of a roadway is closed to traffic while under construction or repair, or to the driver of a vehicle turning left into or from an alley, private or public drive or onto open land provided that such turn shall be made as perpendicularly as possible.
