It shall be unlawful for any person either to operate or to stand a vehicle on any public way in such a manner as to obstruct the free use of such public way, or to place himself, to place or direct another or to place or direct the placement of any material, object, or vehicle on any public way in such a manner as to obstruct the free use of such public way. The term “public way” shall include an intersection. This section shall not be interpreted to prohibit the lawful parking of vehicles, trailers, or actions pursuant to a Barricade Permit and the like.
