No driver of a motor vehicle shall willfully fail or refuse to bring his vehicle to a stop, or shall otherwise flee or attempt to elude a pursuing police vehicle when given a visual or audible signal to stop, whether the signal is by hand, voice, emergency light, flashing light, siren or other signal. The officer giving such signal shall be in uniform, wearing his badge of office, and his vehicle shall be appropriately marked as a police vehicle.
