It shall be unlawful for any person to represent to any officer either that he was the driver of a motor vehicle when in fact he was not, or that he was not the driver of a motor vehicle when in fact he was, or that the driver was some person other than the actual driver for the purpose either of having the actual driver avoid receiving or of having some other person receive a citation under the provisions of either this title or the state statute relating to offenses in the state motor vehicle code.
