(A) The provisions of this title shall apply to the driver of any vehicle owned by or used in the service of the United States Government, or the government of any state, county or city, and it shall be unlawful for any such driver to violate any of the provisions of this title, except as hereinafter provided in this title.
(B) When not applicable. Unless specifically made applicable, the provisions of this title shall not apply to persons, teams, motor vehicles or other equipment actually engaged in work in the right-of-way, but shall apply to such persons and vehicles when traveling to and from such work.
