In the event that the driver of the vehicle, who is not the registered owner, agrees to submit to the jurisdiction of the Metropolitan Court and agrees to plead guilty to the parking offense then existing against the registered owner of the vehicle and pay any fines and court costs associated with those offenses, then the city may cause a new complaint to be issued against the driver for those same charges and upon complete disposition of the charges, the complaint against the registered owner shall be dismissed with prejudice by the city.
