It shall be unlawful for any person to violate his written promise to appear at the time and place stated on the citation, regardless of the disposition of the charge for which such citation was originally issued. However, by 5:00 p.m. of the day prior to a defendant's court date, a defendant can contact the court and plead guilty or no contest and pay a citation instead of going to traffic arraignments. A written promise to appear in court may be complied with by an appearance by counsel.
