The Mayor, or his designated representative, shall have authority to give written consent for a vehicle other than official vehicle to be equipped with any blue light mounted so as to project a beam in forward motion or a siren, provided that the Mayor, or his designated representative, has investigated the need for such equipment and is satisfied that such equipment on such vehicle will be a benefit to public health, safety or welfare.
