The Mayor, or his designated representative, is hereby authorized to establish bus stops, bus and taxicab stands and stands for other passenger common-carrier motor vehicles on such public streets in such places and in such number as he shall determine to be of the greatest benefit and convenience to the public. Such stops and stands shall be designated by appropriate signs, and shall require a fee of $100 per year. Such permit shall expire at the end of each calendar year or upon the expiration of one year since the permit was issued.
