The Mayor, or his designated representative, upon the basis of engineering and traffic investigation, may, in addition to authority otherwise granted in this Traffic Code, restrict or prohibit either stopping or standing or parking in areas where either stopping or standing or parking is normally allowed by placing appropriate markings, signs, or parking meters giving notice thereof, and no such restriction or prohibition shall be effective unless said markings, signs or meters are erected and/or in place at the time of any alleged offense.
