The Mayor, or his designated representative, is hereby authorized upon the basis of engineering and traffic study and investigation to determine and designate intersections where particular hazards exist upon other than through streets and to determine whether vehicles shall yield the right-of-way at one or more entrances to such intersection, and shall erect a yield sign at every such place.
