The Mayor, or his designated representative, is hereby authorized to determine those portions of any roadway, which is divided into two or more lanes traveling in the same direction, where it would be especially hazardous for vehicles traveling in the same direction to change lanes, and by appropriate signs and/or markings on such roadway, to indicate the beginning and end of a zone where the changing from one lane to another lane traveling in the same direction is prohibited.
