(A) Whenever the Mayor or his designated representative determines upon the basis of an engineering and traffic investigation, that slow speeds on any street consistently impede the reasonable movement of traffic, he shall determine and declare a minimum speed limit below which no person shall drive a vehicle except when necessary for safe operation or in compliance with law; and further, the Mayor or his designated representative may, upon the basis of an engineering and traffic investigation, prohibit by posting appropriate signs, vehicles which by virtue of weight, design, or operation are slow moving from any local street during peak hours of traffic.
(B) The Mayor, or his designated representative, is hereby authorized upon basic engineering and traffic study and investigation to determine and designate construction and curtilage zones, designated by proper signs, placed at adequate intervals to inform the motorist that any violation of a traffic law, within a construction zone or on the surrounding commercial or residential neighborhoods, will result in double the traffic fine.
