(A) The Mayor, or his designated representative, shall determine upon the basis of an engineering and traffic investigation, the speed upon any street or highway which is reasonable or safe under the conditions found to exist, and he shall declare a speed limit thereat which shall be effective at all times or during hours of daytime or nighttime or at such other times as may be determined when appropriate signs giving notice of the authorized speed are erected.
(B) Alteration of speed limits on state highways or extensions thereof in the city by the Mayor or his designated representative shall not be effective until such alteration has been approved by the State Department of Transportation.
