(A) The Mayor, or his designated representative, is hereby empowered to make and enforce temporary regulations to cover emergencies which threaten the health, welfare or safety of the public provided that such temporary regulations shall not be enforceable by citation after the emergency has passed or subsided to a point where the health, welfare or safety of the public is no longer threatened.
(B) The Mayor or his designated representative may test traffic control devices under actual conditions of traffic.
