This program shall cease to exist when the carbon monoxide nonattainment area has officially been approved by the Environmental Protection Agency (EPA) as an attainment area and redesignated accordingly, and when the city and the county can demonstrate to the EPA the continued maintenance of the carbon monoxide air quality standard in the absence of the vehicle emission control program.
