(A) The Board, in cooperation with the city and the county, shall design and adopt guidelines for a voluntary program to biennially test and recommend repairs and adjustments to minimize air pollutant emissions from government-owned buses, trucks, refuse loaders, and diesel fueled vehicles used in Bernalillo County.
(B) The Director may designate governmental facilities as locations for conducting emission tests of diesel and heavy governmental vehicles. Such tests shall be evaluated by inspectors authorized by the Director.
(C) While this will be a voluntary government program, it is city policy to comply with such recommendations for its diesel and heavy motor vehicles.
