No vehicle removed pursuant to this article shall be released to anyone unless such person shows proper personal identification, proof of ownership, and in the case of an agent of the owner, proof of such agency.
(A) Proper personal identification shall be one of the following:
(1) Driver's license;
(2) Identification card with photo;
(3) Birth certificate;
(4) Military identification card; or
(5) Such other identification which the wrecker is willing to accept and which reasonably identifies the claimant.
(B) Proof of ownership shall be one of the following:
(1) Current registration;
(2) Valid title in claimant's name;
(3) Title and bill of sale less than 30 days old; or
(4) MVD printout obtained from the County Sheriff's Office, the Police Department, the State Police, or MVD field office.
(5) In the case of leased vehicles, the vehicle may be released to lessee, lessor, or agent of either.
(6) Such other identification, which the wrecker is willing to accept and which reasonably authenticates ownership.
(C) Proof of agency shall be either a signed power of attorney, signed and notarized release from the owner, court order, or other proof commonly used in the automotive towing trade.
