A wrecker placed on a rotation list hereunder shall be subject to the following conditions:
(A) Wreckers shall keep and maintain towing equipment which is required under this article and under the rules and regulations promulgated by the Public Regulation Commission in a good operating condition.
(B) Wreckers shall charge for their services such rates as may be fixed by tariff of the Public Regulation Commission. No fees other than those allowed by said regulating agency will be permitted.
(C) Wreckers, when responding to police dispatch accident calls, shall remain at the scene until the roadway has been swept and all major debris is removed by the wrecker so that the roadway is driveable to the satisfaction of the police officer or public safety aide directing traffic at the scene.
(D) The wrecker shall whenever possible give a business card with pertinent information to the owner or agent of the vehicle being towed.
(E) Wreckers shall comply with all rules, regulations and tariffs governing wrecker and towing services issued by the Public Regulation Commission and shall satisfy due process requirements as required by law in the impoundment of any vehicles, the assessment of charges for services rendered, and the attachment and execution of any lien.
(F) Wreckers shall make full, detailed disclosure to the owner/agent, at the time they release a vehicle, and at any time inquiry is made, of the fees for towing and other allowed Public Regulation Commission costs and of the available grievance procedures.
