Each application hereunder shall be accompanied by a $3,000.00 application fee; $100 of this fee shall be nonrefundable and the balance refundable only when the applicant is refused placement on the rotation list, provided that a wrecker service applying for the Class A and B rotation may apply for the Class C and D rotation upon the payment of an additional nonrefundable $500 application fee. Application fees shall be used to carry out the purpose and intent of this ordinance and to enforce its provisions.
