§ 7-7-8 STORAGE YARD EQUIPMENT AND OPERATION.
   (A)   Each wrecker on the rotation list is required to have one storage area capable of holding a minimum of 125 City of Albuquerque non-consensual tow vehicles. All City of Albuquerque non-consensual towed vehicles must be stored within the specified storage area and cannot be parked on the street or in another yard. The storage area must be fenced to a minimum of six feet in height around the entire perimeter of the storage area, with adequate lighting and locking facilities. The fence must be of heavy gauge wire, metal, concrete block or wood construction. Such fence must conform to the existing zoning requirements of the city or county, whichever is applicable. All wrecker services must also maintain a building large enough to store at least two full size passenger cars on which a police hold has been placed. The building, when used for such storage, must be kept locked and not accessible to the general public.
   (B)   There shall be an on-call agent of the wrecker available to the storage area 24 hours a day, while on City of Albuquerque rotation, and there shall be prominently posted and visible from the street a sign located near the entrance to the storage area on which the name of the wrecker company owning the lot and the telephone number of the agent responsible for releasing vehicles is listed in lettering not less than two inches high. During the period the wrecker service is on call, the city shall have access to vehicles in the storage yard 24 hours a day at no additional cost to the city and shall be allowed to make unannounced inspections without prior notice.
   (C)   During the period the wrecker service is on the City of Albuquerque rotation list, the wrecker shall be open for business and able to release vehicles during business hours, as that term is defined herein. Wreckers shall not charge any additional charges to the citizens who pick up their vehicles during regular or extended business hours other than those charges allowed under the Public Regulation Commission Tariff.
   (D)   Wreckers on rotation will not be allowed to pool insurance, trucks, or facilities, in any manner whatsoever, to meet the requirements of this Ordinance.
