No wrecker shall be placed on any Class A and B rotation list until such wrecker shall affirmatively state in writing a response time of no longer than 30 minutes, under normal circumstances. Such response time shall be the elapsed time between notification of need for wrecker services and arrival of equipment on the scene. In the event such wrecker on call is notified and does not appear on the scene after an elapsed time of 30 minutes, the police radio dispatcher may cancel the wrecker on call and may request service from the wrecker next appearing on the rotation list. In all events, wreckers appearing on the Class C and D rotation list shall respond as promptly as possible after notification of the need for services. Six delays in one week rotation period shall be grounds for removal from the rotation list as provided herein.
