No wrecker shall be placed on any rotation list until such wrecker has:
(A) Obtained a Warrant and is in compliance with all rules, regulations, and tariffs governing wrecker and towing services promulgated by the Public Regulation Commission.
(B) Obtained a Tax Clearance Certificate from the New Mexico Taxation and Revenue Department dated within 90 days of the application.
(C) Obtained a Certificate of Good Standing from the Corporations Bureau of the New Mexico Public Regulation Commission.
(D) Obtained a copy of the vehicle inspection certificate which is required by the Public Regulation Commission's Department of Transportation or any other documentation of safety compliance required by the PRC.
